California Tribal Families Coalition supports tribal efforts to increase internal capacity to provide child welfare and behavioral health services. We conduct needs assessments and strategic planning; develop codes and policies and procedures; and support program implementation. We can assist with preparing funding requests to support a project or assist with one step along the way. 

Collectively our team has more than 100 years’ experience working in tribal social services as program directors and evaluators, advocates, clinicians, and legal counsel. We bring this experience to support tribes in building programs that directly serve their citizens. We know that tribes have been caring for their children and families from time immemorial and children will have the best outcomes under tribal care.  We seek to increase the resources that will continue to support this vision. Needs Assessments and Program Evaluations

California Tribal Families Coalition assists tribes in conducting community needs assessments, program gaps analyses and evaluations. These assessments and evaluations can be provided in the following areas:

  • Indian Child Welfare Programs 
  • Behavioral Health Programs 
  • Youth Services Programs 
  • Staff Recruitment and Retention 

Strategic Planning

California Tribal Families Coalition assist tribes in developing strategic plans for building tribal social services programs based on needs assessments and evaluations. The development of strategic plans also includes identifying and applying for additional funding to support the goals of increased services for tribal community members. 

Code/Policy and Procedure Development

California Tribal Families Coalition assists tribes in drafting and revising tribal codes and policies including on the following topics: 

  • Title IV-B Plan Development 
  • Title IV-E Plan Development 
  • FFPSA Plan Development 
  • Child Welfare 
  • Tribally Approved Homes  
  • Tribal Customary Adoption 
  • ICWA Advocacy
  • Employee Handbooks 

 This assistance often includes the creation of forms, reference guides, training, and follow-up technical assistance. As an extension of the creation of policies, CTFC has also assisted in the development of case management software. 

Staff Development

CTFC assists tribes in developing staff recruitment and retention plans, including providing staff training as identified in collaboration with the tribe. Â
